The Information and Communication Technology Authority (ICTA) has officially announced a vacancy for the position of Chief Executive Officer (CEO), following the decision to place current CEO Stanley Kamanguya on terminal leave.

The move comes even as a legal dispute surrounding Kamanguya’s tenure is still before the courts. On June 30, the Employment and Labour Relations Court issued interim orders stopping the ICTA Board from discussing his reappointment until a petition he filed is fully heard and determined.

Justice Nduma Nderi, who is handling the case, certified it as urgent and directed the ICTA Board to file its response within five days. He also granted an injunction temporarily barring the Board from making any decisions on Kamanguya’s reappointment. The matter was scheduled for an inter partes hearing on July 7, 2025.

Despite the ongoing court process, ICTA published a notice on July 8, 2025, advertising the CEO position. According to the notice, the CEO will report to the Board of Directors and will be responsible for the management and administration of the Authority’s operations.

“In addition, the CEO will provide strategic leadership and direction to the Authority in the management of day-to-day activities in order to achieve ICT Authority’s mandate in line with its Strategic Plan and Government Policy,” the notice stated.

Interested candidates have until close of business on Wednesday, August 6, 2025, to submit their applications.

Submissions are to be made online via the ICTA recruitment portal at https://recruitment.icta.go.ke.
