The Independent Policing Oversight Authority (IPOA) has deployed a rapid-response team to investigate a rally led by Edwin Sifuna in Kitengela, where one man was shot dead and several others injured.

IPOA Vice Chairperson Ann Wanjiku Mwangi said in a statement on Monday that the authority monitored police conduct during political rallies held in Mombasa and Kajiado counties on February 15, 2026, to ensure compliance with Article 244 of the Constitution and other laws.

The authority expressed concern over the loss of life and injuries during the Kitengela rally, which reportedly occurred as police tried to maintain law and order.

“The investigations aim to establish the circumstances surrounding the incident, determine the extent of police involvement, assess whether the use of force was justified, and evaluate whether it was proportionate as defined by law,” the statement read.

IPOA extended condolences to the family of the deceased and wished a quick recovery to those injured. The authority also promised to release its findings publicly and make recommendations to relevant agencies where culpability is found.

Man Shot Dead During Sifuna’s Kitengela Rally

Sifuna strongly condemned what he described as state-sponsored political violence and police brutality following the deadly clashes. In a statement issued after the February 15 incident, the senator accused police officers and alleged hired goons of violently disrupting a peaceful assembly, which residents had attended to exercise their constitutional rights.

According to Sifuna’s statement, the deceased, identified as Vincent Ayomo, a young garage worker in Kitengela, was killed during the confrontation. Several others sustained serious injuries, and property, including a public address system, was reportedly damaged.

“He came to join other Kenyans in a peaceful assembly. He committed no crime. He provoked nobody,” Sifuna said, describing Ayomo’s death as tragic and unjustified.

The senator vowed to pursue justice for Ayomo’s family and to push for accountability for those responsible for the violence. He also wished a speedy recovery to the injured.

Sifuna further accused President William Ruto and Interior Cabinet Secretary Kipchumba Murkomen of bearing personal responsibility for the conduct of security agencies, alleging intolerance to democratic competition and suppression of political rights.

He urged Kenyans to remain peaceful while continuing to exercise their constitutional freedoms, warning that intimidation would not deter citizens from participating in democratic processes.
