    Jubilee Hits Back With Secession Bill Seeking To Exclude Luo Nyanza From Kenya

    It is a war of Constitution Amendment  as rival political camps outdo each other on the contentious secession bill.

    Barely a day after Homa bay MP Opondo Kaluma served IEBC with a bill asking that Central Kenya be excluded from the rest of the Country, Jubilee think tank Washington Makodingo has drafted a Bill seeking to exclude Luo Nyanza from Kenya.

    In his bill, Makodingo wants Article 5 of the constitution amended to redefine Kenya’s territory and exclude Siaya, Kisumu, Homa Bay and Migori counties from Kenya.

    The bill also pushes for the creation of Kuria county, which would consist of Kuria East and Kuria West constituencies. Ironically, this has been a campaign pledge by Jubilee for the community which is a minority is the predominantly Luo Migori County

    “During this election, residents of four of the 47 counties heeded calls by their leaders to boycott and disrupt elections in most constituencies,” the strategist argues.

    Makodingo claims that residents of these counties have “continually expressed their wish to be excluded from the territory if Kenya” asserting that the Bill should be a welcomed course by the four Counties as it grants them their wish by excluding them from the territory of the Republic of Kenya,” he adds.

    Consequently, the Bill reduces the number of constituencies to 263 and the number of counties to 44.
