More rogue school heads on govt radar over illegal fee hikes, says Ogamba

Education Cabinet Secretary Migos Ogamba has announced an expansion of investigations into school heads accused of imposing illegal levies, warning that more institutions could be implicated.

The move comes just days after the interdiction of the principal of Alliance Girls High School by the Teachers Service Commission (TSC) over an unauthorised fee increase.

“What is currently ailing Alliance Girls could be duplicated elsewhere, and we must act decisively as a government,” Ogamba said during a press briefing in Kisii.

The CS was speaking at Kisii National Polytechnic during the institution’s sixth graduation ceremony on Thursday.

He issued a stern warning to school administrators, saying the government would not tolerate exploitation of parents through arbitrary charges.

“We will only sanction what is approved by the ministry, not what a principal agrees with the board to impose,” Ogamba said.

The crackdown follows an outcry from parents over the controversial fee hike at Alliance Girls, which triggered government intervention.

Ogamba revealed that investigations uncovered irregularities in the school’s budget, including approval of non-essential expenditures by the Board of Management (BOM).

“County Education Boards will review BOMs that have sanctioned spending on non-core activities such as unnecessary trips or unsupported costs,” he said.

He emphasised that any fee increment must involve all stakeholders, particularly parents.

“It is the same parents of Alliance who raised the issue, leaving the ministry with no choice but to act,” he added.

On April 29, 2026, Ogamba recommended disciplinary action against the school’s principal, Margaret Njeru, after findings showed fees had been increased from Sh53,558 to Sh120,179 without proper approval.

The Ministry of Education cited violations of statutory guidelines and has also moved to disband the school’s board over the matter.

The government now says it is widening the net to ensure accountability across all public schools, as it steps up efforts to eliminate unauthorised fee hikes.
