The Special Funds Accounts Committee has raised concern over more than Sh3 billion lying unused in the State Officers and Public Officers Motor Car Loan Scheme Fund.
Lawmakers questioned the relevance and visibility of the fund, which was set up to support state and public officers but has seen minimal uptake.
During a committee sitting chaired by Migori MP Fatuma Zainab, members met with officials from the fund and representatives from the Office of the Auditor General to discuss recent audit findings.
Mbooni MP Kivasu Nzioka, who chaired the session, questioned why the fund had attracted such low interest, revealing that most of the money had been diverted into Treasury Bills to avoid lying idle.
Acting CEO of the fund, Ms. Edna Atisa, told the committee that only Sh225 million had been used as of June 30, 2023.
She said limited awareness among public officers was the main reason for the low uptake, although efforts to raise awareness through sensitization campaigns were ongoing.
The Committee stressed that public funds must be used for their intended purpose and not be left dormant, especially when they are meant to improve the welfare of government officers.
The fund’s management has been directed to provide documentation to back up its financial records. MPs said they will continue investigating the matter and compile a report to be presented before Parliament.
