    Murkomen Extends Term Of Security Reforms Committee By Nine Months

    Interior Cabinet Secretary Kipchumba Murkomen has extended the term of the Technical Committee tasked with implementing security reforms proposed by the former Chief Justice David Maraga-led taskforce.

    In a gazette notice dated August 8, 2025, Murkomen said the extension will run for nine months, from May 23, 2025, to February 22, 2026.

    “It is notified for general information of the public that the Cabinet Secretary for Interior and National Administration has extended the term of the Technical Committee on Review and Development of Legislative and Policy Reforms for the National Police Service and the National Youth Service for a period of nine months with effect from the 23rd May, 2025 up to 22nd February 2026,” the notice reads.

    The committee was first gazetted in September 2024 by then Interior CS Kithure Kindiki. Its formation was detailed in Gazette Notice No. 10893.

    The team is chaired by Kepha Onyiso, with Musita Anyangu as deputy, and Charles Otieno serving as Technical Advisor. Other members include Marion Muriithi, Seth Masese, Seko Brenda, Olivia Simiyu, and Buhere Jay Sikuku from the Office of the Attorney General; James Nombi and Susan Kamau from the Kenya Law Reform Commission; and Maurice Okoth, Rogers Marindi, and Dickson Magosti from the Internal Security Office.

    The Joint Secretaries are Peter Karanjah, Charles Ismail Otieno, and Judith Chebet Koech from the National Police Service Commission (NPSC).

    Also serving as Joint Secretaries are Festus Kinoti from the Independent Policing Oversight Authority, William Kailo Munyoki from the Government Chemist, Nicolas Makokha from the National Youth Service, and Humphrey Young from the State Department for Correctional Services.

    The committee’s mandate includes reviewing policy and legislative reforms proposed in the Maraga taskforce report, providing legal advice, and drafting Bills for submission to the Attorney General. Key laws to be reviewed include the National Police Service Act, the National Police Service Commission Act, the Independent Policing Oversight Authority Act, the Public Order Management Act, and the National Youth Service Amendment Bill.

    It will also draft new laws such as the Security Services Uniform Committee Bill and the Security Services Remuneration Advisory Board Bill, as well as develop policies including the National Policing Policy, Community Policing Policy, and Public Order Management Policy.

    In carrying out its work, the committee will regulate its own procedures, form sub-committees, and consult with stakeholders and the public. The Secretariat will support the committee by preparing reports, facilitating consultations, and sharing relevant information.
