The National Police Service (NPS) has appealed to members of the public to provide any information that may assist investigations into a deadly protest at a hospital in Embu County, where the death toll has risen to three.

The appeal comes as the NPS confirmed that the Independent Policing Oversight Authority (IPOA) has launched investigations into the incident that occurred at Ishiara Level 4 Hospital on April 14.

According to reports, the protest began as a peaceful demonstration organised by residents of Evurore Ward, who were raising concerns over poor hospital services and conditions. The situation escalated following police intervention, during which live ammunition was allegedly used, leaving two protesters dead and another seriously injured. The injured victim later succumbed to injuries in hospital, bringing the total number of fatalities to three.

In a statement, the NPS urged anyone with relevant information to report to the nearest police station, a law enforcement officer, or through toll-free and anonymous reporting channels.

“The NPS wishes to assure the public that a full documentation and accountability process for this incident is presently underway. The Independent Policing Oversight Authority (IPOA) has been notified so that full investigations can commence without delay and in a transparent manner. The police shall give maximum cooperation to this independent body,” the statement read.

Embu County Commissioner Nalyanya Wanyonyi confirmed that officers who discharged live ammunition during the protest will be subjected to investigations.

“The police officers who used live bullets are going to be investigated by IPOA. If they are found culpable they will carry their own cross because we do not encourage the use of live bullets on anybody. The police have been trained on how to contain demonstrations,” he said.

The protesters had raised concerns over shortages of drugs, unreliable ambulance services, and inadequate hospital infrastructure. They are also demanding a full audit of the hospital’s finances and operations, including the handling of Ksh13 million reportedly collected in the 2024/25 financial year and Ksh19 million collected between January and March 2026.

The demonstrators have further called for the overhaul of the hospital management and the dissolution of the current board.

Embu Governor Cecily Mbarire condemned the use of live ammunition against protesters, terming the incident regrettable and calling for calm as investigations continue.
