NPS Condemns Harassment of Police Officer in Diani

The National Police Service (NPS) has strongly condemned the harassment of a police officer after a foreign national verbally abused him at the Diani Police Station in Kwale County.

In a statement on Tuesday, NPS Spokesperson Muchiri Nyaga said the incident took place on October 28, 2025. The suspect, identified as Elwin Ter Horst, was captured in a viral video shouting, insulting and spitting at a police officer inside the station.

Horst was later arrested and charged with assault, malicious damage to property, creating a disturbance, and possession of drugs.

Nyaga criticised the suspect’s behaviour, calling it “crass, despicable, and utterly unacceptable.” He said attacks against police officers—whether verbal or physical—undermine the authority and dignity of the National Police Service.

“Any attack — whether verbal, physical, or otherwise — against a police officer constitutes an affront to the rule of law and undermines the integrity and dignity of the National Police Service,” said Nyaga.

He praised the officers at the scene for choosing restraint and maintaining professionalism despite the provocation. Nyaga said their conduct reflects the discipline expected of police officers under ongoing reforms in the service.

“These reforms focus on improved training, adoption of modern policing approaches, better officer welfare, and stronger community engagement,” he added.
