The Senate has given the go-ahead for new rules to guide the rollout of the government’s Affordable Housing Programme.
The Senate Committee on Delegated Legislation, chaired by Tharaka Nithi Senator Mwenda Gataya, met with the Ministry of Lands, Public Works, Housing and Urban Development to review the Affordable Housing Regulations, 2025, published under Legal Notice No. 114 of 2025.
Principal Secretary Charles Hinga told the committee the regulations are meant to operationalise the Affordable Housing Act, 2024, and make the law easier to implement. They outline how Kenyans can apply for housing units, the required deposits, deposit assistance, procedures for dealing with repayment defaults, and rules for changing allocated units.
“These regulations will ensure a smooth rollout of the Affordable Housing Programme, which aims to provide decent and accessible housing for Kenyans,” said Hinga.
The committee approved the regulations, paving the way for the programme to proceed.
“As a committee, we are not going to create bottlenecks for this programme. It is a transformative initiative that must be supported for the benefit of many Kenyans,” Senator Gataya said.
Earlier, the committee also met with tobacco manufacturers to discuss the Graphic Health Warnings for Tobacco Products Regulations, 2025, under Legal Notice No. 107 of 2025.
Led by BAT Kenya, the manufacturers complained that public consultations for the regulations were limited to only seven regions and excluded important stakeholders. They also claimed their input was not reflected in the final draft.
Senators present during the two sessions included Danson Mungatana (Tana River), Mohamed Faki (Mombasa), Betty Montet, Joyce Korir, Daniel Maanzo (Makueni), and Issa Juma Boy (Kwale).
