    Controller of Budget Seeks Sh603 Million Top-Up

    The Office of the Controller of Budget (CoB) has requested an additional Sh603.6 million from the Finance and National Planning Committee to support systems automation, public education, litigation, and oversight of county governments.

    Deputy Controller of Budget FCPA Stephen Masha appeared before the committee, chaired by Molo MP Kuria Kimani, to defend the budget proposals. He explained that part of the funds will also support a review of the CoB Act 2016, aimed at addressing legislative gaps and strengthening the office’s mandate through CoB-specific regulations.

    The Controller had proposed a total budget of Sh1.6 billion for the 2026/2027 financial year, but the National Treasury allocated only Sh913.76 million. Masha warned that underfunding would hinder the implementation of 17 projects and activities planned for the year.

    Meanwhile, the Commission for Revenue Allocation (CRA) appeared before the same committee seeking an additional Sh671.5 million to fulfill its constitutional mandate in the 2026/2027 budget cycle.

    CRA Chairperson CPA Mary Chebukati outlined priority areas requiring extra funding. These include General Administration and Support Services (Sh279.3 million), Equitable Sharing of Revenue (Sh10.4 million), Public Financial Management (Sh368 million), and Transitional Equalization and Stakeholder Engagement (Sh13.8 million). She noted that the Commission does not have any capital projects planned for the year.

    Both offices urged the committee to consider the additional funding to ensure they can effectively execute their statutory duties and support good governance across the country.
