The Kenya Revenue Authority (KRA) has invited eligible vendors to apply for pre-qualification to provide electronic seals and related services under the Regional Electronic Cargo Tracking System (EAC RECTS).
In a notice issued on Tuesday, March 24, 2026, KRA said the framework will operate under a multi-vendor, user-owned model aimed at enhancing cargo monitoring across the region.
The authority said the scope of services includes the supply of electronic seals and fuel seals for cargo trucks and petroleum tankers under customs control. Vendors will also be required to provide logistics services such as collection, packaging, transportation and delivery of the seals to designated arming and disarming points.
Other responsibilities include repair, maintenance, calibration, charging and quality assurance of the electronic seals.
KRA noted that the engagement will operate on a self-financing model, where approved vendors will own and maintain the seals.

“Approved vendors will remain fully accountable to KRA for seal performance and integrity,” the authority said.
The initial approval period will run for two years, subject to performance evaluations.
To qualify, applicants must meet several requirements, including possession of a valid certificate of incorporation and a licence from the Communications Authority of Kenya (CAK) for electronic tracking equipment.
Vendors must also have a valid tax compliance certificate, audited financial statements for the past three years and proven experience in cargo or vehicle tracking involving at least 1,000 units.
Additionally, applicants are required to have regional workshops and maintenance facilities within the East African Community and maintain a minimum stock of 1,000 fully operational electronic seals at all times.
KRA said all enquiries, petitions or memoranda should be submitted via email or delivered to the Commissioner of Customs and Border Control within two weeks from the date of the notice.
