    Ex-IPOA boss Makori interviewed for Supreme Court judge post

    Former Independent Policing Oversight Authority (IPOA) Chairperson Anne Waceke Kiratu Makori on Tuesday cited her extensive background in public service, corporate governance and human rights as key qualifications for appointment to the Supreme Court.

    Appearing before the Judicial Service Commission (JSC) panel chaired by Chief Justice Martha Koome, Makori was the first of five shortlisted candidates interviewed for the position at the Milimani law courts.

    Makori told the panel that her early career involved contributing to reforms at the East African Standard Group, where she helped establish legal and governance structures, an experience she said laid the foundation for her work in corporate governance.

    She later worked at Faulu, gaining exposure to a highly regulated financial environment under the Central Bank, before transitioning into private legal practice and eventually returning to public service as IPOA chairperson.

    “That gave me exposure to accountability, human rights, and institutional governance,” she said.

    Makori demonstrated familiarity with the Supreme Court’s jurisdiction under Article 163 of the Constitution, including its mandate in presidential election petitions and as the country’s final appellate court.

    While acknowledging she has not handled a presidential election petition, she emphasized her ability to bridge the gap between the judiciary and the public through civic engagement.

    “A lot of people do not understand how courts work, which is why judicial decisions often attract strong emotions,” she said, adding that structured public outreach could enhance understanding, particularly ahead of election periods.

    Makori emphasized that her tenure at IPOA provided deep experience in accountability and human rights, including operating within Kenya’s devolved framework.

    “You cannot work effectively without devolving services. IPOA had a presence in all counties, and that gave me a clear understanding of the devolved system,” she said.

    On areas where her experience is limited, including handling matters related to a state of emergency, Makori was candid, saying she would be open to learning.

    Makori revealed a longstanding interest in joining the judiciary, saying she had previously applied for the role of Deputy Chief Registrar as part of her desire to understand and contribute to judicial reforms.

    “I have always wanted to serve in the judiciary and contribute to the development of the law,” she said.

    She also disclosed that she once applied to join the Competition Tribunal but did not receive feedback.

    If appointed, Makori said she would focus on safeguarding the Constitution.

    “I would be a defender and promoter of the Constitution,” she said, adding that she would choose the Supreme Court role for both its prestige and its unique responsibility.

    The JSC shortlisted five candidates for the single vacancy at the apex court.

    Makori was interviewed on Tuesday at 9 a.m., followed by Justice Joseph Kipchumba Kigen Katwa at 11 a.m. and Justice Joseph Kiplagat Sergon at 2 p.m.

    Two more candidates, Justice Francis Kipruto Tuiyott and Justice Abdulahi Mohammed Warsame, are scheduled to appear on Wednesday.

    The JSC has invited members of the public to submit information on the shortlisted candidates.
