The Communications Authority of Kenya (CA) has proposed changes to the licensing of alarm response systems that use mobile networks to transmit emergency signals.
In a notice issued on September 15, 2026, the Authority said technological advances had led to the increased deployment of GSM-based alarm response services by various organisations.
The systems use SIM-enabled devices and licensed public mobile networks to transmit alarm signals.
The Authority said it had begun developing a regulatory framework to define the scope of GSM-based alarm response systems and establish the applicable licensing requirements and procedures.
The proposed framework is also intended to protect consumers, promote compliance of equipment and improve the reliability of alarm response services.
“The Authority has developed a consultation paper which outlines an overview of the review of the Alarms Response Systems Licensing Framework and provides guidance on issues that the public and stakeholders can submit their views on,” the notice reads.
The consultation paper is available through the Authority’s open consultations portal.

The CA is seeking views from members of the public and stakeholders in the alarm response sector on the proposed framework for licensing non-spectrum-based alarm response systems.
The Authority said the consultation is aimed at gathering views that will inform the development and review of the licensing framework.
Members of the public and stakeholders have been given 30 days from the date of publication of the notice to submit their views.
