Kisumu governor professor Anyang Nyong’o has declared one week of mourning in Kisumu county following the raid that was carried out in Kisumu on October 26. IEBC chairman Wafula Chebukati has postpone the elections In NASA strongholds.Elections in Homabay ,Migori, Kisumu and Siaya counties have been postponed to Saturday October28. Wafula Chebukati cited security challenges in those areas and that the elections will proceed as per the constitution. Voters trickled in some parts of the country for the fresh elections with IEBC saying that 90% of the polling stations were opened on time and the voting commenced. However in Nyanza and Western regions the elections are yet to begin, no officials were available and most of the roads have been barricaded with stones. IEBC has gone to the court of appeal to appeal a high court decision by Justice Odunga who declared the appointment of the returning officers and the presiding officers as illegal. He said that the appointment was a contravention of the election regulations  and specifically regulation 3 which states that the appointments of the 290 returning officers must be  in consultation with the political parties. Chief Justice David Maraga has adjourned the hearing where three petitioners had filed a petition to have the fresh elections postponed.They were arguing that the current political environment is not conducive to conduct an election.
