Safaricom has ranked the worst in service provision scoring 62.5 % in the quality of service to subscribers. The quality of service refers to the level of performance that is accorded to subscribers. In telecommunications, the quality of service includes the reliability, accessibility and the ease of use for provided services. The communication Authority (CA) has fined the three mobile operators; Telkom, Safaricom and Airtel a sum of Sh311 million for failing to meet the set quality of standards for financial year 2015/2016. According to the CA none of the mobile operators met the 80% minimum threshold set for compliance.  A mobile operator is rated compliant when it attains this mark in the evaluation of key performance indicators.
