Charles Payne was born on November 15, 1960, in New York City. At 17, he joined the United States Air Force and served as a security policeman at Minot Air Force Base in North Dakota. During his service, Payne attended Minot State University and Central Texas College.

Payne began his Wall Street career in 1985 as an analyst at the stock brokerage firm EF Hutton. In 1991, he founded Wall Street Strategies, a stock market research firm, where he served as the principal financial analyst and CEO.

In 1999, the SEC filed a complaint against Payne and Wall Street Strategies, alleging that the firm used recorded telephone messages to recommend certain stocks without disclosing that Payne received payments to promote them.
