    DPP Ingonga transfers dozens of prosecutors in changes

    The Director of Public Prosecutions (DPP) Renson Ingonga announced changes in his office through a reshuffle and appointments.

    In an internal memo dated December 3, 2025, Ingonga said the changes are in line with the Office of the Director of Public Prosecution’s deployment and transfer policy and are meant to enhance efficiency and effectiveness in service delivery.

    In the department of Public Affairs and Corporate Communication, Senior Assistant Director of Public Prosecutions (SADPP) Irene Maina was appointed the Chief of Staff and head of Partnerships and Stakeholders Engagement Division, while Laura Ambe became the head of Public Affairs and Protocol Division.

    In the changes, veteran Senior Assistant DPP Catherine Mwaniki was recalled from Kisumu and appointed as the new head Extradition, Mutual Legal Assistance (MLA) and International Cooperation Division.

    SADPP Bonny Okemwa was moved from North Eastern where he served as the regional head and deployed to the Supreme Court and Appeals Division while Victor Juma Owiti was appointed the head of Civil Litigation Unit and Assistant DPP Annete Wangia was transferred from the Anti-Corruption Division and appointed to head the Banning, Tax and Financial Crimes Division.

    Assistant DPP Alex Anyangu was moved from the Anti-Corruption Division and appointed as head of the Anti-Money Laundering and Asset Forfeiture Division.

    ADPP Allen Mumia who was based at JKIA, was retained there but on promotion as head of JKIA and Counter-Terrorism Division.

    The station is getting more and more serious cases.

    Senior Assistant DPP Peter Kipkorir was elected to head the Piracy and Maritimes Section in Mombasa, with James Machira Ngunju becoming the head of Kahawa Law Courts ODPP team.

    Ingonga told those affected that the transfer and deployment letters will be issued in due course.

    However, affected officers are required to report by January 7 2025, and any appeals should be lodged through the supervisor of the new Station.

    “All officers transferred and deployed to new stations are directed to prepare handover reports. Prosecution counsel must include all cases they are handling and their status,” the DPP memo adds.

    In the department of Conventional and Related Crimes, SADPP Robert Oyiembo was appointed as deputy HoD and head of General Offences Division, while SADPP Fredah Muindi was retained at the Supreme Court, where she will serve as head of the Supreme Court and appeals division.

    DPP Alexander Yamina was moved from the Appeals Division to head the Constitutional Petitions and Judicial Review Division, while Job Mulati became head of the Judicial Review Section.

    Pauline Kananu was redeployed from the conventional and related crimes division to head the offences against the person section while SADPP Violet Kerubo was appointed deputy HoD and head of the Regional and County Prosecution Services Division as SODPP Jackline Gichana was moved from Nyeri to become the new head of the Delegated Prosecutions Division.

    SADPP Edgar Mulamula was moved from Tana River to become the Regional Head of North Eastern, based at Garissa, while SADPP Zachary Omwega was moved from the Judicial Review division in Nairobi and deployed to Embu as the head of the Eastern Region.

    SADPP Jane Maari was promoted from her Kirinyaga station to head the Central Region offices based in Nyeri.
    Daniel Karuri was moved from Embu to Kisumu, where he will head the Nyanza region while Juliet Bisienei has been moved from the Western region office to become the deputy head in Kisumu.

    The changes came at a time when the DPP is implementing key reforms to address the welfare of the staff and boost their morale.

    The ODPP recently harmonised house allowances for all its staff across the country, a facility that was initially a preserve for senior officers and those who work in major cities and towns.

    The ODPP is adopting a number of changes to enhance its operations at large.
