    DPP Orders Prosecution of 10 Over SHA Fraud

    The Director of Public Prosecutions (DPP) Renson Ingonga has directed that ten individuals from two healthcare facilities be charged in connection with Social Health Authority (SHA) fraud cases.

    In a statement, the DPP said his office received an inquiry file from the Directorate of Criminal Investigations (DCI) on October 1, 2025, following investigations into fraudulent claims filed with the SHA.

    The investigations were launched after the Ministry of Health handed over 1,188 cases of suspected fraud to the DCI in September.

    According to the DPP, the two hospitals under investigation are St. Mark Orthodox Hospital in Vihiga County and Jambo Jipya Medical Clinic in Kilifi County.

    St. Mark Orthodox Hospital allegedly submitted a false claim of Sh4,916,800, which was paid in full by the SHA instead of the actual amount due of Sh18,000.

    Meanwhile, Jambo Jipya Medical Clinic is accused of submitting Sh2,032,680 worth of fraudulent claims.

    The DPP noted that such fraudulent activities undermine the government’s Universal Health Coverage (UHC) agenda by diverting public resources meant to improve healthcare delivery.

    Charges Against the Two Facilities

    At Jambo Jipya Medical Clinic, the accused face multiple charges including conspiracy to commit a felony, fraudulent alteration of information under the Social Health Insurance Act, acquisition and use of proceeds of crime, and cheating under the Penal Code.

    At St. Mark Orthodox Hospital, the suspects will be charged with conspiracy to defraud, cheating, acquisition of proceeds of crime, and falsification of health documents.

    Those facing prosecution from St. Mark Orthodox Hospital include Directors Desouza Fenley, Mark Dhilion Sydon, and SHA employee Sammy Otieno.
    At Jambo Jipya Medical Clinic, those charged are Directors Patrick Kimuyu Kanya and Faith Chepkururi Bii, alongside employees Steven Okinyr Ojwang, Maina Macharia, Pauline Wanjiru, and Nadia Mbeyu.

    “The Office of the Director of Public Prosecutions (ODPP) undertakes to continue exercising its mandate in accordance with the Constitution and relevant laws,” the DPP said.

    On Friday, DCI Director Mohamed Amin confirmed that five suspects had already been arrested over the SHA fraud as investigations continue.
