Members of the county assembly of Homabay have passed motion to allow formation of the people assembly in their county.They said that the constitution connotes that sovereign power belongs to the people and that forming the peoples assembly will bestow sovereign power back to the people.
The Homabay MCAs while debating the motion blamed the national government for the issues that were facing the people of the Nyanza region saying that it had failed in determining the ownership of Migingo and the fishermen that were arrested with Ugandan Authorities.

The Homabay MCAs said that forming of the peoples assemblies will aid the people to find lasting solutions problems.
The people Assembly motion is set to be debated in 19 counties that are strongholds for the opposition, Siaya county already set the pace by passing the motion yesterday.
