The Inspector General, Joseph Boinnet has denied being aware of donor withdrawal from funding police reform activities.
The donors have been pumping close to Sh. 800 million for police reform activities.
“I am not aware of it and I can’t comment on something I am not aware of. Find out from those that are doing it,” Boinnet told The Star
His statement contradicts the activities that have been happening behind the curtains with him ordering a thorough investigation into the deaths that the police have been accused of.
He has ordered the internal affairs unit to conduct a serious investigation on the death of seven year old Geoffrey Mutinda, who was killed by a stray bullet during the protests that happened at the Jacaranda grounds.
However the development partners are said to have conducted their research on the causes of death during the election period. They are said to have visited the different morgues and established that most deaths were caused by gunshot wounds. The partners with the help of civil society have also looked into how the police handled the various situations.

The donors have questioned the manner in which the funds being channeled towards the police reforms are being used because of the torture, maiming and killings that were witnessed during the election period.
Executive Director of Independent medico legal Unit (IMLU) has said that there seems to be an apparent donor fatigue when it comes to funding activities that support police reforms. Donors feel that police reforms lack political will and are there fore ineffective.
“There has been general fatigue towards supporting police reforms because, in the area of knowledge, attitude and practice, that is not evident in the way the police are behaving. We haven’t seen a turnaround in the attitudes, behavior and practice,” Peter Kiama said.
The police are said to have used excessive force during the electioneering period and were being used wrongfully to push the agendas of the political class.
