    Ruto Appoints Former MP Joseph Kirui as Chair of Gambling Regulatory Authority, Moves Jane Mwikali to Water Board

    President William Ruto has appointed former Kipkelion East MP Joseph Kirui Limoto as the new Non-Executive Chairperson of the Gambling Regulatory Authority.

    In a gazette notice dated October 24, 2025, the President announced that Kirui will serve in the position for a period of three years.

    At the same time, Jane Mwikali Makau, who has been serving as Chairperson of the Gambling Regulatory Authority since 2022, has been transferred to head the Board of the National Water Harvesting and Storage Authority (NWHSA).

    Mwikali was appointed to chair the gambling board in 2022 by then Interior Cabinet Secretary Kithure Kindiki. She is an experienced entrepreneur and business leader with a background in business development, project management, strategy, and brand management.

    She is also an ordained Reverend at Freedom Embassy, which operates branches in Kenya, Liberia, and the United States. Mwikali is the founder and president of the Great Grace Empowerment Institute in Kenya, certified by the National Industrial Training Authority (NITA), and the founder of Neema Supreme Distributors in London, United Kingdom, which deals in fashion.

    Before her appointment to the Gambling Regulatory Authority, Mwikali served as a customer service manager at Akiba Bank and as a director at the National Water Harvesting and Storage Authority between 2019 and 2022, where she chaired the Strategy, Technical, and Business Development Committee. She was also a member of the Governance, Risk, and Audit Board Committee (GRAC).

    She holds a Master’s degree in Business Administration and a Bachelor’s degree in Business and Management from the University of Sunderland, UK. In addition, she has a Higher National Diploma in Business and Technology from EDEXCEL University, UK, and a Diploma in Marketing, Sales, and Advertising from Graffins College.

    Mwikali also holds a certification in Entrepreneurship from Babson College in Boston, USA, a university globally recognized for its excellence in entrepreneurship education.
