President William Ruto on Thursday, May 8, 2025, signed into law the Persons with Disabilities Bill, marking a major milestone in the protection and promotion of rights for persons with disabilities in Kenya.

The new law guarantees access to education, employment, healthcare, political participation, and public spaces for persons with disabilities (PWDs).

It aims to ensure inclusion and eliminate long-standing barriers that have prevented full participation of PWDs in national development.

“We are committed to upholding the dignity and rights of persons with disabilities in our country. By strengthening our legal frameworks, we are dismantling the systemic obstacles that have long excluded them from vital services and opportunities,” President Ruto said during the signing.

He also signed the County Governments Additional Allocation Bill, 2025, which allocates extra funding to counties. The law is intended to promote fair distribution of national resources and improve service delivery at the devolved level.
