    Drama At The Legislative Summit After Senator Kajwang Offers MCAs English Lessons

    County Assembly representatives briefly brought to a stand still the Legislative Summit happening in Mombasa on Wednesday over what they said were impolite comments from Homa Bay Senator, Moses Kajwang.

    During the morning session, ward representatives urged senators to pass the Murang’a senator, Irungu Kang’ata sponsored Ward Development Fund bill. They said that those against the bill are in fact ‘an enemy of the county assemblies.’

    Closing the session, Senator Kajwang stirred up emotions after he warned the MCAs against intimidating the lawmakers into passing the bill that will see them get car grants, mileage allowance.

    “We will provide frameworks and principles for the establishment of the Ward Development Fund as is described in the Constitution. However, if you need some English lessons on differences between prescriptive and descriptive clauses, that is something we can discuss,” he said amid jeers.

    Nairobi County Assembly Speaker Beatrice Elachi tried to calm the situation but it took Senate leader of majority, Kipchumba Murkomen’s intervention to get the ward representatives to settle down.

    He explained that he would get the bill passed but it would require the support of the House.

    “It takes a sober and collaborative effort among senators and certain amendments to make a bill successful,” Murkomen stated.

    The annual summit kicked off on Monday and aims at promoting positive engagement between the Senate, County Assemblies and other institutions relevant to devolution.
