President William Ruto has promoted 54 Kenyan lawyers to the rank of Senior Counsel, the highest professional honour for advocates in the country.

The names were published in a special issue of the Kenya Gazette dated December 10, 2025.

Senior Counsel status is awarded under the Advocates Act to lawyers who have shown outstanding service, integrity and contribution to the development of the law in Kenya. President Ruto made the appointments using powers given to him under the law.

Among those promoted are National Assembly Speaker Moses Wetang’ula, National Intelligence Service Director-General Noordin Haji, lawyer and public speaker PLO Lumumba, environmental law expert Prof. Kariuki Muigua, constitutional lawyer Dr. Muthomi Thiankolu, and former IEBC chairperson Ahmed Issack Hassan.

Other notable names on the list include former Law Society of Kenya president Isaac Okero, Data Protection Commissioner Immaculate Kassait, commercial lawyer Adil Khawaja, veteran lawyer Ambrose Rachier, and senior advocates Richard Omwela and Evans Thiga Gaturu.

The list also features experienced lawyers and legal scholars from across the country, representing different areas of law including constitutional law, environmental law, commercial practice and public service.

In the Gazette notice, the President stated that all the named advocates will now enjoy the full status, rights and privileges of Senior Counsel.

Senior Counsel is similar to the Queen’s Counsel title in other Commonwealth countries and is a mark of excellence, leadership and high professional standards in the legal field.

The President said the recognition is meant to honour the lawyers’ contribution to the rule of law and to inspire younger advocates to uphold professionalism and ethics.
