Parliamentarians want managers of the National Government Constituency Development Fund (NG-CDF) who deliver exemplary service to be recognized and awarded.
The Decentralized Funds Accounts Committee, chaired by Mwingi Central MP Dr. Gideon Mulyungi, said it will engage the NG-CDF Board on how to recognize high-performing accounts managers across the 290 constituencies and encourage others to improve.
The MPs spoke in Kisii County on Tuesday, August 26, 2025, during the audit of reports from the Office of the Auditor-General on Bomachoge Chache, Kitutu Chache North, and Kitutu Chache South constituencies for the financial years 2013/14 to 2022/23.
“It is time that the NG-CDF Board gives due recognition and accolades for work well done by some of these managers,” said David Mboni. “And in the same way, the underperforming managers should be called out publicly so as to improve their service delivery.”
The legislators praised Kitutu Chache North Constituency Account Manager, Edwin Kimutai, who has served since 2013/14, for his commitment and diligence.
“Mr. Mutai is clearly a very hands-on account manager, despite handling two constituencies simultaneously,” said Dorothy Muthoni. “He should be cited as an example for others to emulate.”
Dr. Mulyungi noted that lessons from the audits should inform how the Board manages its officers.
“Our experiences from working with, and auditing these managers should be used as a guide by the Board to promote, reward, retain, and even dismiss them accordingly,” he stated. He added, “The Office of the Auditor-General, the National Treasury, and the National Assembly must come together and discuss this matter for the sustainability of the Fund, and ensure efficient service delivery to the people.”
The Committee further proposed a national forum bringing together account managers, MPs, and the NG-CDF Board to address recurring audit issues across constituencies.
The team is set to continue auditing Nyaribari Chache, Nyaribari Masaba, Kitutu Masaba, Borabu, and South Mugirango constituencies over the next few days in Kisii County.
