The Judicial Service Commission (JSC) has appointed Robert Kibet Kibor as the new Registrar of the Judicial Service Commission.
The appointment was made pursuant to Section 10(2) of the Judicial Service Act, Cap. 8A.
In a statement, JSC Secretary Winfridah Mokaya said Kibor will provide strategic leadership and oversee the management of the Commission’s technical and shared services functions.
He will also support the Commission in implementing its constitutional mandate through the development and execution of policies, strategies and programmes aimed at strengthening institutional effectiveness and accountability.
According to the JSC, Kibor will also contribute to the effective administration of justice through his new role.
Under the Judicial Service Act, the Registrar will be responsible to the Chief Registrar of the Judiciary and Secretary to the Commission in the performance of his duties.
Kibor brings extensive institutional experience to the position, having served at the JSC since 2012.
He joined the Commission as a Legal Researcher and progressively rose through the ranks. He most recently served as Assistant Director, Legal Services.
His years at the Commission have given him a deep understanding of its mandate, institutional framework and operations.
Kibor is an Advocate of the High Court of Kenya with 14 years of post-admission experience.
He holds a Master of Arts in International Relations, specialising in Foreign Policy and Diplomacy, from the United States International University.
He also holds a Bachelor of Laws degree from Moi University and a Postgraduate Diploma from the Kenya School of Law.
Kibor has further undertaken the Strategic Leadership Development Programme at the Kenya School of Government and corporate governance training programmes.
The vacancy in the Office of the Registrar of the Judicial Service Commission arose after the appointment of the then Registrar, Winfridah B. Mokaya, CBS, as Chief Registrar of the Judiciary in March 2024.
Following the vacancy, Isaac Wamaasa served as Acting Registrar of the JSC, providing leadership and continuity in the office.
Kibor’s appointment followed a competitive recruitment process conducted by the Commission.
The JSC advertised the vacancy on January 16, 2026, before conducting interviews on June 30, 2026.
The Commission thanked all applicants and candidates who participated in the recruitment process for their interest and willingness to serve.

The JSC said it remains committed to promoting and facilitating the independence and accountability of the Judiciary.
