    CJ Koome Makes New Appointments to NCAJ Committees

    Chief Justice Martha Koome has appointed members to various committees under the National Council on the Administration of Justice (NCAJ), including the Monitoring, Evaluation and Learning (MEL) Committee and several technical working groups.

    In a gazette notice dated May 15, 2026, Koome said the newly appointed members will serve for a period of three years.

    MEL Committee Appointments

    The Chief Justice appointed Dr. Moses Marang’a as Chairperson of the NCAJ Monitoring, Evaluation and Learning Committee.

    Members of the committee include Dominic Nyambane, Angela Fuchaka, Charles Nderitu, Dr. Gideon Kirui, Dixon Mwakazi, Lucy Nabwire Rom, Harold Ayodo, Abel Sauti, Jared Aduwo, Rosemary Njaramba, Timothy Kariuki, Philip Nzenge, Bor Nancy Cherotich, Michael Aswani, Colette Simanto, Ayub Were and Alex Matheri. Cynthia Olwande will serve as the committee secretary.

    The committee is mandated to advise the Council on improving efficiency and effectiveness in the administration of justice, strengthening planning, monitoring, evaluation and research capacity within the justice sector, and supporting the implementation of the NCAJ Strategic Plan.

    It will also contribute to the Monitoring, Evaluation and Learning framework for the justice sector, promote data sharing within the justice system, and guide the development of tools and systems for effective monitoring and evaluation.

    Additionally, the committee will document emerging issues, risks and opportunities, and advise the Council accordingly.

    “The Committee shall report to and update the Council on its progress every quarter,” the notice reads.

    It will also be allowed, where necessary, to co-opt technical experts on a temporary basis to support specific assignments.

    Other Committee Changes

    In the same notice, CJ Koome appointed Amos Oyoo, Elizabeth Njoroge, Joseph Nyongesa Makasi and Emmanuel Walumbe as members of the NCAJ Working Committee on Information, Communication and Technology (ICT) for the remaining term of the committee. The appointment of Ayub Were was revoked.

    She further appointed Elizabeth Marube to the Working Committee on Review of Laws on Sexual Offences and Gender-Based Violence (SGBV), replacing Resila Onyango for the remaining term.

    For the NCAJ Committee on Traffic Reforms, Koome appointed Riechi Jonah Meroka and Tom Kataka as members, replacing Javan Odenyo.

    In addition, Dorothy Jemator was appointed as a member of the NCAJ Committee on Anti-Corruption for the remaining term of the committee.
