    CS Mvurya Appoints National Steering Committee for Youth Council Elections

    Cabinet Secretary for Youth Affairs, Creative Economy and Sports Salim Mvurya has appointed members of the National Steering Committee to oversee the National Youth Council elections.

    The appointments were made through a Kenya Gazette notice dated April 17, 2026.

    George Marcel O. Osaso will chair the committee, with members including Mohammed Barre, Beverly Anyona, Mary Mbugua, Mukomoni J. Osero, Wilkistar M. Oluoch, Gideon Balang, Juma Salim Shibe, Ken Koech, Debora Malwa Mackazi, Elijah Kalama Kafani, Hellen Tuwei and Sophy Nekoye Waliaula.

    According to the notice, the committee will be responsible for coordinating National Youth Council elections at all levels, hearing and determining complaints and disputes arising from the electoral process, and receiving and authenticating nomination papers for candidates.

    It will also convene and oversee proceedings of the National Youth Congress, enforce any established code of conduct, and appoint election officials for the exercise.

    Further, the committee will supervise and coordinate the activities of Election Steering Committees, vet and forward names of elected and nominated council members to the Cabinet Secretary, and deploy appropriate electronic and digital technology for voter registration, voting, vote counting and transmission of results.

    The team has also been tasked with ensuring the integrity, security and reliability of all electoral systems, maintaining accurate and auditable election records, issuing policy directives, and ensuring compliance with relevant laws, including the Data Protection Act and the Kenya Information and Communications Act.

    “In the discharge of its functions, the Committee shall, except as provided in the Guidelines of the Elections of Certain Youth Representatives under the National Youth Council (Election of Certain Council Members) Regulations, 2021, regulate its own procedure,” the notice states.

    The committee will serve for a period of 12 months from the date of appointment, with the possibility of an extension if deemed necessary by the Cabinet Secretary.

    The Secretariat of the National Youth Council will serve as the secretariat to the committee and will support and coordinate its activities.
