Kenya has been ranked as the leading country in Africa for Information and Communication Technology (ICT) regulation by a United Nations agency.

The latest report by the International Telecommunication Union (ITU) shows that Kenya scored 93 points in the 2024 ICT Regulatory Tracker, up from 92 points in 2023.

This puts Kenya ahead of Nigeria, which came second with 92 points, and South Africa, which was ranked third with 88 points.

Other African countries that made it to the top 10 include Malawi, Egypt, Rwanda, Morocco, Uganda, Burkina Faso, and Senegal.

Globally, Kenya was ranked 20th out of 194 countries, with Italy taking the top position.

The ICT Regulatory Tracker is an evidence-based tool used to assess how well countries are regulating the ICT sector.

It looks at how strong and effective a country’s ICT regulations are in supporting digital growth and access.

According to the report, Kenya’s regulatory framework is ranked at the highest level — known as Generation 4 (G4) — which means it is advanced, competitive, and inclusive.

Broadcasting and Telecommunications Principal Secretary Steve Isaboke said the ranking is proof of the strong leadership and hard work by the Communications Authority of Kenya (CA).

“This ranking is a clear testament to the excellent work that CA has done in leading Kenya’s digital transformation and expanding digital access to all,” said PS Isaboke. “At 25, CA’s regulatory regime has matured and gained global recognition.”

He added: “This ranking shows that CA staff and leadership are executing their work diligently.”
