Russian President’s Press Secretary Dmitry Peskov stated on Tuesday, September 8, 2026, that Russia is confident of victory in the conflict with Ukraine and believes that victory is “very near.”

“We are sure that the victory is very near. We are very confident in our military potential, in our military. Our military actions are going on very successfully,” Peskov told a press briefing for Indian journalists ahead of the BRICS summit in New Delhi.

Peskov emphasized Russia’s confidence in its military potential and described combat operations as proceeding “very successfully.”

The Kremlin spokesperson stated that Russia remains open to resolving the Ukrainian conflict through peaceful means and welcomes any efforts by other countries to contribute to a settlement.

Peskov expressed hope that trilateral negotiations involving Russia, Ukraine, and the United States would resume. He noted that U.S. representatives have recently shuttled between Moscow and Kyiv, relaying positions of both sides.

Peskov claimed that the Ukrainian authorities have demonstrated little flexibility and do not genuinely want to end the war. “This war could have ended long ago,” he said, adding that Kyiv is “being provoked to a great extent by some European countries” that seek Russia’s strategic defeat.

The briefing took place ahead of the BRICS summit in New Delhi, where President Vladimir Putin is scheduled to participate. Peskov noted that Putin’s visit to India would include a significant bilateral meeting with Prime Minister Narendra Modi.

The statements come amid renewed U.S. diplomatic efforts to end the war. U.S. presidential envoys Steve Witkoff and Jared Kushner recently visited Moscow and Kyiv, holding talks with Putin and Zelenskyy. Following those discussions, Zelenskyy said the talks covered potential parameters for ending the war as well as short-term support for Ukraine.

Peskov reiterated that Russia did not want and did not start the war in Ukraine but is trying to stop it, while insisting that Russia must achieve its goals through the special military operation, although it would prefer to do so by peaceful means.
