    NG-CDF Board Moves To Avert Crisis In Kipipiri Over Delayed Funds

    The National Government Constituencies Development Fund (NG-CDF) Board has pledged swift action to address a looming crisis in Kipipiri Constituency following complaints by area MP Wanjiku Muhia over delayed release of funds for key social welfare programs.

    Appearing before the NG-CDF Select Committee chaired by Eldama Ravine MP Musa Sirma, the Board’s Chief Executive Officer Yusuf Mbuno said the matter had already been taken up with the local NG-CDF team and a resolution was underway.

    Mbuno explained that the Board had directed all funds currently held in Project Management Committee (PMC) accounts to be returned to the main Constituency account. Once the funds are consolidated, a new project proposal would be drawn up to allow for proper reallocation.

    “It is important to note that the Kipipiri Constituency Committee was gazetted on 21st May 2025, and the handover between the outgoing and incoming Committees is scheduled for 2nd July 2025. After that, the process of reallocating funds to viable projects will proceed,” said Mbuno.

    He also confirmed that the Deputy County Commissioner (DCC) of Kipipiri had been tasked with ensuring a smooth transition between the outgoing and incoming procurement officers.

    MP Wanjiku Muhia had sought the intervention of the Committee, warning that critical social support programs in her constituency—such as the school feeding programme for day schools—were at risk of stalling due to the delayed disbursement of funds.

    This concern prompted a fact-finding mission by the NG-CDF Committee to Kipipiri on 30th May 2025. Several resolutions were made during the visit, including a directive to the Board to expedite the rollout of revised guidelines for the Social Support Programme. The guidelines aim to streamline operations and eliminate existing bottlenecks.

    According to the Board, the draft guidelines were forwarded to the National Assembly on 19th May 2025 for review and approval by the NG-CDF Select Committee, as required by section 48(A)(2) of the Act. The issuance of the new guidelines is pending concurrence by the Committee.

    Chairman Musa Sirma pledged to fast-track this process to provide a lasting solution for all 290 constituencies.

    The Board also noted that following its review of Kipipiri’s project proposals for the 2024/25 financial year, projects worth Sh126.7 million—including bursary allocations—had been approved on 22nd May 2025. To date, a total of Sh126,669,856 has been disbursed to the constituency for implementation.

    The Committee further recommended that the NG-CDF Board foster better cooperation between the area MP and the Fund Account Manager, emphasizing the need for a functional and collaborative relationship.

    Sirma also urged the Board to develop clear and enforceable disciplinary measures to promote accountability, uphold integrity, and ensure proper use of public funds within the constituency.
