President William Ruto has appointed Benjamin Juma Imai, Muthoni Kimani, and Prof. Collette A. Suda as members of the National Police Service Commission (NPSC), in key changes aimed at reforming the country’s security oversight systems.
The appointments were officially announced in a Gazette Notice dated June 27, 2025.
They were vetted earlier this month by the National Assembly’s Administration and Internal Security Committee.
Benjamin Juma Imai, a retired Assistant Inspector General with a 40-year career in the police service, pledged to focus on accountability and institutional reforms. He promised to implement recommendations made by the National Taskforce on Police Reforms, chaired by former Chief Justice David Maraga.
“On the Maraga report, I will undertake police reforms. We must examine the organizational structure and ensure accountability of police officers,” Juma told MPs during his vetting. He declared a net worth of Sh27 million and emphasized the need to strengthen oversight bodies like the Independent Policing Oversight Authority (IPOA) and the Ethics and Anti-Corruption Commission (EACC).
“Our institutions must be strengthened to fast-track oversight. We will restore trust through public apologies and by making officers accountable,” he added.
Juma and Prof. Suda will now serve on the NPSC for a non-renewable term of six years.
Cabinet Secretary for Information, Communications and the Digital Economy, William Kabogo Gitau, has also appointed Lucy Minayo Lugatia and Anthony Nzau Musau as members of the Complaints Commission. The two will serve for a period of three years.
