Senate To Hear Isiolo Governor Guyo’s Impeachment Case Despite Court Order

The Senate has scheduled a special sitting on Monday, June 30, 2025, to consider the impeachment of Isiolo Governor Abdi Ibrahim Guyo, even as a court order remains in place blocking the process.

In a gazette notice dated June 27, 2025, Senate Speaker Amason Kingi said he had received official communication from the Speaker of the Isiolo County Assembly confirming that a motion to remove the governor from office had been passed. The motion, which was endorsed by 16 MCAs, accuses Governor Guyo of gross misconduct, abuse of office, and violation of the Constitution.

“I have appointed Monday, 30th June, 2025, as a day for a special sitting of the Senate. The sitting shall be held in the Senate Chamber, Main Parliament Buildings, Nairobi, commencing at 10.00 a.m.,” the notice reads in part.

Earlier, the High Court in Meru had issued orders stopping the County Assembly from going ahead with the impeachment process. The court reiterated the orders on Friday, June 27, through Justice Heston Mbogo during a virtual session, warning that any action taken in defiance would be null and void.

“The orders dated June 25, 2025, are still in force. Any acts by the respondents or any other party, in defiance of the court order, shall be null and void,” Justice Mbogo ruled.

Governor Guyo moved to court on June 18, obtaining conservatory orders against the County Assembly, the Speaker, and the Clerk. His legal team, led by Eric Theuri and Elias Mutuma, has now filed a contempt of court application against the Speaker and Clerk, accusing them of defying court orders.

Justice Mbogo directed that the Speaker and Clerk appear before him in person on Monday to respond to the contempt claims. Attempts by their lawyers, including Ekuru Aukot, to raise a recusal application were put on hold until the issue of court order compliance is addressed.

Despite the court order, the County Assembly voted on Thursday to impeach the governor. Sixteen out of 18 MCAs voted in favor of the motion, while two abstained. No one opposed the motion.

The MCAs cited multiple allegations, including stalling of development projects, failure to meet revenue targets, and bloated staffing. They faulted the governor for hiring 36 advisors and 31 chief officers, despite Isiolo County receiving the third-lowest revenue allocation nationally. They also accused him of offering short two-year contracts to chief officers, creating uncertainty in the public service.

The impeachment proceedings were marked by secrecy and drama. The Assembly reportedly relocated the sessions from Isiolo to Nakuru, and later to Machakos, amid reports of MCAs going into hiding.

The standoff between Governor Guyo and the County Assembly has escalated over recent weeks. It began with the controversial removal of Assembly Clerk Salad Boru Guracha, who was suspended for allegedly cancelling a public forum linked to the impeachment. He has since been reinstated by the Employment and Labour Relations Court in Nyeri, pending a full hearing.
