Ugunja MP Opiyo Wandayi has been elected as chairman of Public Accounts Committee and will be deputized by Kibwezi East MP Jessica Mbalu.

Wandayi has pledged to uphold the constitution; the seat has again gone to an ODM allied legislator with embattled former Rarieda MP Nicholas Gumbo having served at the same seat.

Yesterday, as if in the know of the outcome, incumbent Rarieda MP Otiende Amollo took to Twitter to decry the same saying he had hoped to put the government to account through the PAC chairmanship but “cartels would not allow.”

As first Ombudsman, I did all I could to hold Govt accountable. I had hoped to do so in Parliament as Chair of Parliamentary Accounts Committee, but the Cartels wouldn’t allow. One day, Parliament will serve the People!

    — Otiende Amollo, SC,MP, EBS (@OAmollo) December 17, 2017

The main function of the PAC is “to examine the accounts showing the appropriations of sums granted by the Assembly to meet Public Expenditure and such other accounts laid before the Assembly as the Assembly may refer to the Committee together with the Auditor General’s report thereon”.
