    Motorists To Pay Instant Fines For Minor Traffic Offenses – Court Rules

    Justice Mativo has dismissed an application by motorists seeking to block penalties by transport regulator NTSA for minor transport offenses.

    The rules will see the introduction of fines ranging from Sh 500 to Sh10,000 for offenses like speaking on the phone when driving, failing to wear seat belts and expired licenses.

    Justice Mativo while making the ruling said that the Kenya National union of cooperative staff did not show the court how imposing the instant fines are unreasonable and justifiable. He also said that the instant fines would actually save time and reduce the backlog in the justice system.

    The new rules were meant to curb corruption where motorists would pay police to avoid being towed and going to court. The rules were gazetted in 2016 but are yet to be implemented because of the court case.

    The regulations also suggest that the arrested person may plead not guilty pay the bail and attend court later.
