MPs Uncover Irregularities In Sh194 Million Wote Stadium Project

The National Assembly Committee on Sports and Culture has exposed major contract irregularities and delays at the Wote Stadium construction site in Makueni County, raising serious concerns over possible misuse of public funds.

Led by Matungulu MP Stephen Mule, the committee conducted an inspection tour and expressed shock that the project has stalled despite spending over Sh194 million. Records had earlier indicated that Sh226 million had already been used by June 30, 2025.

The MPs found that most of the key facilities expected in the first phase were still incomplete. The planned 1,500-seat VIP pavilion has not been built, the 8-lane athletics track is unfinished, and the football pitch does not meet FIFA standards. The boundary wall, gates and borehole are also incomplete.

Even more troubling, the contractor carried out extra works — including a retaining wall and gabions worth Sh93 million — without formal approval.

It was also established that Sports Kenya directly subcontracted mechanical and electrical works instead of allowing the main contractor to do so. That subcontractor went on to subcontract borehole drilling, which has since stalled and was abandoned halfway.

MP Mule questioned why the contractor, Mark Muendo, started new works without approval, warning that taxpayers should not be forced to pay for unauthorised additions.

“Who will pay you for the retaining wall you decided to construct without authority?” Mule asked.

Busia Woman Representative Catherine Omanyo said the stadium does not reflect value for the Sh194 million already paid. Turkana North MP Ekwom Nabuin and Yatta MP Robert Basil demanded full documentation on all works done and changes made to the project, while Turbo MP Janet Sitienei asked Sports Kenya to release pending payments in order to complete the retaining wall before the rainy season.

In response, the contractor blamed delays on late payments and asked MPs to intervene so the project can resume fully.

Acting Sports Kenya Director General Gabriel Komora assured the legislators that the government is committed to completing Wote Stadium. He promised to follow up and fast-track progress.
