    NYS Scam Proceedings Commence As Prosecution Lines Up 43 Witnesses

    Accused persons in the  National Youth Service are set to start trial today with four of the suspects still at large.

    The four include Charles Makau Mulandi, a former member of the verification committee at NYS, Samuel Otieno who was described as an invoicer at NYS, Patrick Obunya, a former staff at NYS, and Humphrey Odhiambo failed to produce themselves to the DCI to be charged with corruption cases.

    The case will be presided by three magistrates as the the former PS Lillian Omollo and the director general Richard Ndubai face multiple charges of conspiracy to commit an economic crime, abuse of office and willful failure to comply with procedures and guidelines relating to public financial management.

    The prosecution has lined up 43 witnesses including bank official,document examiners, officials from the Treasury that deal with IFMIS system, contractors engaged by NYS and witnesses from the Public Procurement Oversight Authority (PPOA). The will also rely on bank statements, contacts and memos issued by officials from the ministry.

    PS Omollo has said that lumping her cases with her co accused would infringe her rights and that it would increase the amount of time that the proceedings will take. Justice Onyiego however said that she had been properly charged and that the cases should proceed.
