    Former Tharaka Nithi Governor Samuel Ragwa Terms The Generator Incident As Witch Hunt By Incumbent

    Samuel RagwaFormer Tharaka Nithi governor Samuel Ragwa has said that he did not steal but rather borrowed the Sh 2.5 million generator found in his hotel.

    The governor said that the current governor was portraying him in bad light and said that it was a witch hunt.

    Ragwa said that the generator was put up at the hotel because the venue was ideal for training that were taking place in the county.

    He said that the current governor should stop the witch hunt and that the reason the generator was still at the hotel one hundred days after he had left the office was because it required county technicians to remove it.

    The county officials said that the generator went missing in early 2017 and was a donation from a non governmental organization.

    His reply has begged the questions as to whether there is a provision which allows leaders to ‘borrow’ county property for a period of time that is not specified.

    The fact that this generator was found at the governor’s hotel also begs the question as to the procurement process in counties for instance if the hotel belonging to the governor was the most ideal place to conduct county training.

    Is there a transition mechanism in the counties that facilitates the return of county properties from leaders who ‘borrow’ within their term?
