Martin Brian Mulroney was a Canadian lawyer, businessman, and politician who served as the 18th prime minister of Canada from 1984 to 1993.

Born on March 20, 1939, in the remote paper-mill town of Baie-Comeau, Quebec, he was the son of Irish-Canadian Catholic parents, Benedict Martin Mulroney, an electrician at the local mill, and Mary Irene Mulroney (née O’Shea).

He grew up fluently bilingual in English and French in a working-class household.

Mulroney died on February 29, 2024, in Palm Beach, Florida, at the age of 84.

He was known for his charismatic leadership, strong work ethic shaped by his modest beginnings, and a lifelong emphasis on family.

    Siblings

Brian was the third of six surviving children and the oldest son in his family. His parents’ first child, a son named John, died within hours of birth.

Mulroney had two older sisters, Olive and Peggy.

Five years after his birth came his sister Doreen, followed by his brother Gary and sister Barbara.

The siblings shared a close-knit upbringing in a modest company house in Baie-Comeau, where space was limited and the family sometimes took in boarders to make ends meet.

Olive, who later became Olive Mulroney Elliott, maintained a particularly close bond with her brother and wrote a book about his early life titled Brian Mulroney: The Boy from Baie Comeau.

    She passed away in 2019.

After their father’s death around the time Mulroney finished law school, he took on significant family responsibilities, moving his mother and two younger siblings to Montreal, financing the college educations of his brother and a sister, and supporting his mother for the rest of her life.

The family portrait from around 1949 shows the parents with Peggy and Olive at the rear, Barbara on their mother’s lap, and Doreen, Gary, and Brian.

    Career

Mulroney entered St. Francis Xavier University in Antigonish, Nova Scotia, at age 16 and earned a bachelor’s degree in political science in 1959.

He studied law first at Dalhousie University and then at Université Laval, graduating in 1964.

Admitted to the Quebec Bar in 1965, he specialized in labour law and joined the prominent Montreal firm later known as Norton Rose Fulbright, becoming a partner in 1971.

He gained recognition for negotiating labour settlements and served on the Cliche Commission investigating violence and corruption in Quebec’s construction industry.

In the late 1970s he moved into business as an executive and later president of the Iron Ore Company of Canada.

Active in Progressive Conservative politics from his university days, he sought the party leadership in 1976 but lost to Joe Clark.

He won the leadership in 1983, entered the House of Commons that year, and led the Progressive Conservatives to a historic landslide victory in the 1984 federal election, becoming prime minister.

He won a second majority government in 1988.

His nearly nine-year tenure featured major economic reforms, including the Canada–United States Free Trade Agreement (later expanded into NAFTA), the introduction of the Goods and Services Tax, and the privatization of numerous Crown corporations such as Air Canada and Petro-Canada.

He also played a prominent international role opposing apartheid in South Africa and advancing environmental agreements, including on acid rain.

Mulroney resigned as prime minister in 1993.

    Accolades

Mulroney was appointed Companion of the Order of Canada in 1998, Canada’s highest civilian honour, and Grand Officer of the Ordre national du Québec in 2002.

France named him Commandeur de la Légion d’honneur in 2016.

He was also recognized by other governments, including Haiti’s Grand Cross of the National Order of Honour and Merit, Ukraine’s Order of Prince Yaroslav the Wise, Japan’s Grand Cordon of the Order of the Rising Sun, and South Africa’s Supreme Companion of O.R. Tambo.

Additional awards included the Woodrow Wilson Award for Public Service, the George Bush Award for Excellence in Public Service, and recognition as one of Canada’s greenest prime ministers by environmentalists.
