    Kisumu County Blasted For Buying Cow At Sh3.7 Million

    Kisumu county government is on the spot for allegedly spending Sh3.7 million to purchase dairy cows.

    This is following inaccuracies detected by Auditor General Edward Ouko in the county audit report.

    In the new report, the county government through the department of Agriculture is said to have allocated the money in the financial year 2017/2018 for the purchase of 27 dairy ayrshire cows.

    However, to the surprise of the Auditor General, the county government availed documents for only one cow for audit, raising questions on the purchase of 26 other cows.

    Further, Ouko notes that the county did not inform bidders who lost the tender award as required in the Public Procurement and Asset Disposal Act 2015.

    Nevertheless, Ouko states that the list provided by the county government containing the names of beneficiaries of the said cows did not provide concrete evidence that the farmers actually received the animals.

    Following the revelations, a local media tried to contact Kisumu County CEC for Agriculture Gilchrest Okuom, whose docket the program was carried out, but he declined to issue a statement on the accusations.

    The report comes days after Ouko revealed that county governments cannot account for Sh108 billion which can be directly linked to pending bills.

    The Daily Nation reported that some counties awarded tenders without due regard of budgetary allocations.

    The report exposed massive graft, careless planning and total disregard of procurement of guidelines by the county governments.

    As a result of poor financial management, Ouko noted that doing business with county governments has become risky for contractors, suppliers and entrepreneurs because of delayed payments.
