The council of governors have opposed the proposal by the treasury CS to cut down the amount of disbursements to the counties by 15%. The governors say that were not consulted before the CS decided to bring forward the proposal.
They have said that currently the financial situation at the counties was bad as most counties did not receive the required 75% of the disbursements causing a financial strain. They said that the money that was disbursed was used topay salaries as well as other recurrent expenditures.

The current chairperson of the the council of governors said that the proposal to cut down on the disbursements would impede service delivery as it would require that article 219 of the constitution to be amended. He said that it will also require an amendment of other laws which is a long process which requires public participation

They asked the senate not to approve the the proposal by CS Rotich as it would greatly affect the activities and projects within the county.
They said this during a press conference organized by the council of governors.
