Eligibility Criteria for a Village Elder

To qualify as a village elder, an individual must meet several requirements. They must be a Kenyan citizen of sound mind and possess deep knowledge of the village, its culture, and its residents. Additionally, they must meet the ethical and integrity standards outlined in Chapter Six of the Constitution. A prospective village elder should also be a visionary leader with good standing in the community. Residency is another crucial requirement, as they must have lived in the village continuously for at least five years before being recognized. Most importantly, their recognition is based on public participation, ensuring that the community supports their appointment.

Roles and Responsibilities of a Village Elder

Once recognized, village elders assume several responsibilities aimed at fostering good governance and community well-being. They are responsible for administering the village and maintaining a register documenting significant incidents. They play a crucial role in promoting peace, security, and good governance in collaboration with government agencies.

Village elders also participate in resolving civil disputes at the local level through alternative dispute resolution methods. They provide intelligence and early warning information to the Assistant Chief and serve as a communication link between the community and the National Government. Furthermore, they promote community welfare and facilitate intergovernmental relations within the village. The Assistant Chief may also assign them additional lawful duties as needed.

    National Government Village Administration Policy

The government is in the process of implementing a National Government Village Administration Policy to formally integrate village elders into the governance structure. This policy seeks to establish clear qualifications for village elders and provide a structured framework for their facilitation. It aims to empower them to manage local affairs effectively and ensure that village governance aligns with the broader national development agenda.

Moreover, the policy is designed to enhance communication between the National Government and grassroots communities. By streamlining the role of village elders, the policy ensures they serve as a vital link between local residents and government authorities.
