    “President Kenyatta Assented To Laws Without The Consent Of Senate” Murkomen Claims

    Senate Majority leader Kipchumba Murkomen has said President Uhuru Kenyatta was misguided into assenting some laws .

    He said that he was invited to State house to witness the signing into law the “The Assumption of the office of County Governor Bill”. This Bill originated from the Senate.

    He said that he then discovered that the National Assembly majority leader Aden Duale had been invited to witness the signing of some health amendment laws which had been passed in parliament.

    The senator posted on his Twitter account that he protested to Duale, the solicitor general and some State House staff saying that they should have advised the President before he assented.

    2.Just before the signing ceremony I overheard that there were Health laws to be signed. I protested to @HonAdenDuale ,Solicitor Gen. &other SH staff for presenting Health laws for signature against the Constitution.I told them they had the duty to give proper counsel to the HE

    The Elgeyo Marakwet senator said that the Constitution makes it mandatory for Senate to be involved in the passing of all laws either by the concurrence of the speaker that it doesn’t concern county or if it does concern county must be debated&considered by both houses. That is when you can call it an Act of Parliament.

    He revealed that the National Assembly  made attempts to ignore the Senate especially hiding laws concerning county in miscellaneous amendments.He said that in the last six years senate has used  all mechanisms to resolve the impasse including the intervention of President Uhuru Kenyatta.

    He said that he alerted Senate about the laws that were passed that touched on counties that the senate had not contributed and they resolved to move to court to annul the said health amendment laws.

    Senate therefore advised the public not to adhere to the the health laws recently assented saying that  the signing was inconsistent with Article 110 of the Constitution.
