    Court allows detention of two cops for 14 days in fatal shooting of 24-year-old man in Villa, Embakasi

    A Milimani Chief Magistrate’s Court allowed the Independent Policing Oversight Authority (IPOA) to detain two police officers for 14 days to complete investigations into the fatal shooting of 24-year-old Shukri Adan Ibrahim Issaka.

    The officers, Godwin Mjomba and Patrick Mutunga Titus, will be held at Capitol Hill Police Station.

    IPOA had sought 21 days, but principal magistrate Caroline Mugo granted them 14 days.

    According to IPOA Senior Assistant Director of Investigations Abdirahman Jibril, the incident occurred in the early hours of January 11, 2026, near the MCC area within the Villa Police Station jurisdiction.

    He said Shukri Adan was with two companions, Wycliff Nyakwama and Festus Mutinda, after they were involved in a minor accident with a matatu.

    As the trio walked back towards the scene, they were allegedly stopped by the two officers, ordered to lie down, and were then shot at.

    Shukri Adan was hit in the head and died at the scene.

    IPOA contends that the detained officers are “heavily suspected to have been involved in an attempted cover-up” and that their continued custody is necessary to prevent interference with witnesses, including other officers from Villa Police Station.

    IPOA told the court that crucial forensic analysis of mobile phones seized from the officers has not yet been completed.

    The agency also warned that releasing the officers could lead to witness intimidation and hinder the ongoing probe.

    The authority further said that the incident has sparked widespread outrage and demonstrations.

    IPOA said that the safety of the officers could not be guaranteed if they were released.

    They added that the case is complex, requires additional time to record key witness statements, examine the crime scene report, and consult the Director of Public Prosecutions (DPP).
