    IPOA Probes Fatal Shooting of Garissa Man by DCI Officer

    The Independent Policing Oversight Authority has launched investigations into the fatal shooting of a man in Garissa County allegedly involving a police officer attached to the Directorate of Criminal Investigations.

    In a statement issued on Thursday, April 23, 2026, IPOA said its Rapid Response Team had commenced investigations into the death of Adan Mohamed Hassan, who was shot on April 21, 2026 near the Modika Barrier.

    The authority said it initiated the probe after receiving official notification of the incident from the National Police Service, as required by law.

    Preliminary findings indicate that at about 2:20 a.m. on the day of the incident, the deceased had responded to a distress call from a friend who had been arrested. During the incident, his vehicle was reportedly damaged by officers from the Balambala DCI unit.

    IPOA said that while Hassan attempted to intervene, he sustained a fatal gunshot wound. A post-mortem examination established the cause of death as a single gunshot injury to the head.

    Investigators have since taken several steps, including attending the post-mortem, recording witness statements, obtaining police records, securing exhibits, and documenting the scene as well as the involved vehicles.

    “IPOA continues to appeal to the public to remain calm, emphasizing that this is crucial for the smooth progress of ongoing investigations into the incident,” the authority said.

    Meanwhile, Nathif Jama Adam has called for swift action, urging IPOA to ensure those responsible are brought to court. The incident has sparked protests in the area, with residents demanding accountability.
