The Kenya National Highways Authority (KeNHA) has announced that a privately initiated proposal to build the Nairobi–Mombasa (Usahihi) Expressway under a Public-Private Partnership (PPP) model has been rejected.
In a public notice, KeNHA said it had received the proposal to design, build, finance, operate, maintain and transfer the 459-kilometre road from Mlolongo in Machakos County to Bonje in Mombasa County.
“Following the conditional approval by the PPP Committee, the Project Proponent undertook PDP activities and submitted feasibility study reports in May 2025,” the notice reads.
After evaluating the submission in collaboration with the PPP Directorate at the National Treasury, the PPP Committee ruled during its July 2, 2025 meeting that the proposal did not meet the required criteria and should be abandoned.
The committee directed KeNHA to consider restructuring the plan by expanding the existing A8 highway instead, and to resubmit the revised proposal for fresh consideration.
KeNHA said the update is in line with the PPP Act, 2021, and part of the government’s commitment to transparency in public projects. The authority pledged to continue adhering to all legal requirements in managing road development initiatives.
