Migori Senator Eddy Oketch Gicheru has strongly defended the Senate’s constitutional mandate to oversee county governments, noting that the role is clearly defined by the Constitution and cannot be limited by any other authority.
Speaking during the 2025 Devolution Conference held in Homa Bay County on August 15, Senator Oketch emphasised that the Senate’s powers are protected by law and were further upheld in a landmark Supreme Court ruling on petitions 24 and 27 of 2019.
“The role of the Senate cannot be prescribed by anyone other than the Constitution and the court of law,” he said, adding that the judiciary remains a key guardian of devolution and institutional independence.
He assured delegates that the Senate will continue pushing for increased funding to counties while maintaining strict oversight to ensure that public resources are used transparently and responsibly.
“We will fight for more money for counties, but in the same breath, we will continue to hold governors accountable to the optimal level,” Senator Oketch said.
He further warned that devolution should not be reduced to a mere channel for disbursing funds, but must focus on how those funds are used to drive equitable development across all regions.
According to him, the true success of devolution depends on prudent financial management, inclusive planning, and respect for constitutional values.
