The Ministry of Health has provided an update on the ongoing transition from the Social Health Authority (SHA) Provider Portal to the Health Management Information System (HMIS), as Kenya moves towards a fully digital and paperless health information system.

Health Cabinet Secretary Aden Duale said the transition has progressed well, with significant milestones achieved across public, faith-based and private health facilities.

In a statement issued on Thursday, October 1, Duale said all 6,427 public Level 2-4 health facilities had successfully transitioned to the HMIS.

The Ministry said four public Level 5 facilities have so far completed the transition, while 23 others are at different stages of the process.

The government expects all public Level 5 facilities to complete the transition by October 30, 2026.

Duale also said the government is supporting 518 contracted faith-based health facilities with the installation and transition to HMIS.

So far, 38 faith-based facilities have fully transitioned, with the remaining facilities expected to complete the process by October 30.

“The Government is supporting 518 contracted faith-based health facilities with the installation and transition to HMIS. To date, 38 facilities have fully transitioned, with the remaining facilities expected to complete the transition by 30 October 2026,” Duale said.

National Government Level 6 facilities have also made progress, with Kenyatta National Hospital (KNH) and Kenyatta University Teaching, Referral and Research Hospital (KUTRRH) expected to complete their transition by the end of next week.

The remaining National Government Level 6 facilities are expected to complete the transition by October 30, 2026.

Private health facilities that already have HMIS platforms have started the certification of their systems in line with the Digital Health Act.

The Ministry said 28 existing HMIS platforms have so far been certified by the Digital Health Agency (DHA).

“This is an important step towards standardization and interoperability of health information systems and strengthening the quality and security of health data. The DHA will undertake Rapid Results Initiatives (RRI) with private health facilities throughout October to provide technical support and accelerate completion of the transition,” Duale said.

An additional one-month extension has also been granted to allow health facilities to fully comply with the transition directive.

The Ministry assured the public that the transition will not affect access to healthcare services.

It said no patient will be denied treatment because a health facility has not yet fully transitioned to HMIS.

“Patients will continue to receive services at all health facilities during this transition period,” the Ministry said, adding that the ongoing migration will not disrupt access to healthcare services.

Facilities that have not completed the transition have been urged to expedite the process and engage the Digital Health Agency for technical assistance where necessary.

The Ministry of Health will meet representatives of health sector associations on Friday, October 2, 2026, at 8 a.m. to agree on a facility-by-facility transition plan.

The meeting will review outstanding requirements and set timelines for facilities yet to complete the process.

The Ministry said the engagement is aimed at ensuring that all facilities are supported to complete the migration while maintaining continuity of healthcare services.

The transition from the SHA Provider Portal to HMIS is part of the government’s broader digital health reforms aimed at creating an integrated health information system. The Ministry has previously said the SHA HMIS will support digital patient verification, electronic claims management, provider authentication and secure health information exchange.

The Ministry thanked health sector stakeholders for their cooperation as Kenya moves towards a digital, standardised, interoperable and paperless health information system.
